an all-purpose intensifier used to prefix nouns, as in 'an ocean-going shit' (an extremely obnoxious person). The usage is inspired by such terms as 'ocean-going yacht', denoting a larger and more pow-erful version of the thing in question. Born-again is used in a similar way.
